Car Valuation Guide – How to Appraise a Vehicle in Ukraine

Did you know that the bodies of “Trabant” cars were made from compressed cotton material? There were cases in rural areas where pigs or goats damaged them, as they appeared completely edible. Such curious incidents occurred repeatedly, although the vehicle owners probably didn’t find it amusing.

Expert valuation of cars and other vehicles is carried out in accordance with the legislation of Ukraine, National Valuation Standards, as well as the Methods of Commodity Expertise and Valuation of Wheeled Vehicles.

Situations where car or special equipment valuation is required:

  • execution or renewal of a pledge agreement – for the bank;
  • conducting an independent valuation for court cases or asset division – for the court;
  • sale or re-registration of a vehicle;
  • transfer of a vehicle to a company’s charter capital;
  • for purchase-sale, gift, inheritance – for a notary;
  • for customs purposes – vehicle clearance.

Attention. Sometimes there is a need to determine the market value of a vehicle as of a past date (most often for court or tax authorities, including foreign ones). Such a valuation is called a “retrospective valuation”. To carry out this work, we need basic information about the year of manufacture, the vehicle’s condition on the valuation date, its configuration, and approximate or exact mileage. The data can be provided in any form.

Documents required for expert valuation of cars or special equipment:

  • copy of the vehicle owner’s passport; for inheritance, additionally required: a copy of the document proving the heir’s relationship to the deceased, a copy of the death certificate, a copy of the heir’s passport;
  • copy of the technical passport of the vehicle or special equipment being valued;

If you do not have documents for the vehicle and need a valuation for court, payment of court fees, or asset division – according to legal requirements, it is possible instead of a full report to prepare a consultative opinion by the appraiser.

Factors affecting the market value of a car or vehicle:

  • Year of manufacture. The year of manufacture determines the physical and moral wear of the car. The older the vehicle, the lower its price may be. This does not apply to rare collectible vehicles.
  • Physical condition. Presence of mechanical damage to the body, worn interior, paint damage, body corrosion, and the condition of other vehicle parts.
  • Additional options. Manual or automatic transmission, leather interior, panoramic roof, active headlights, additional sensors, engine size – all these factors influence the vehicle’s value.
  • Mileage or total operating hours. The higher the mileage or operating hours, the lower the vehicle’s value. There are also concepts like standard mileage, which defines the average normal kilometers for a certain type of vehicle over a period, and “over-mileage,” when the kilometers exceed the standard. Over-mileage cars are valued lower than other vehicles of the same model and brand.
  • Bargaining. If a car needs to be sold urgently, bargaining can reach up to 15%. In normal or non-urgent sales, bargaining ranges from -5% to 10%.

How is vehicle valuation conducted?

Car and vehicle valuation is carried out by appraisers using a comparative method: determining the average market value and then adjusting it based on factors such as mileage, physical condition, and others. This approach is called the comparative method.

After determining the market value, the appraiser provides a “Vehicle Expert Valuation Report”, which is the result of the service.

There are also ways to determine a car’s value without an appraiser’s assistance.

What is the cost of car valuation in Kyiv?

Currently, such services start from 2000 UAH per unit. Valuing a passenger car costs less compared to trucks or specialized vehicles. For court submission or accounting purposes, the cost starts from 3000 UAH.

For multiple vehicles, prices are discounted. This is convenient and beneficial for legal entities that require such a document for accounting purposes, including revaluation of fixed assets or contributions to the company’s charter capital.

Does mileage affect the vehicle’s value?

Yes, it does. According to standards and regulations, mileage is taken into account: standard, above normal, or below the average annual mileage. Vehicles used intensively, such as taxis or company vehicles, will have mileage exceeding the average of similar vehicles.

What taxes do we need to pay for this or that transaction?

Appraisal companies do not calculate taxes. We do not determine tax amounts or provide advice on such matters.

Where is it better to order a car valuation for customs?

Contact any Institute of Forensic Expertise for a commodity expertise of the vehicle or equipment. Such an expertise indicates the Euro type, country of origin, and market value. We do not currently provide this service for customs purposes.

Is a vehicle inspection required?

Yes, vehicle inspection is mandatory according to Article 31 of the Law “On Property Valuation…” and Clause 4.4 of the Methods of Commodity Expertise and Valuation of Wheeled Vehicles. If inspection is impossible, a written consultative opinion on probable value is issued.

Are damages to the vehicle considered in the valuation?

Yes, any damage affects the appraised value of the vehicle.

How is the valuation result issued if I have no documents for the property?

Instead of a full report, a consultative opinion of the appraiser on the probable market value can be issued according to legal requirements.

What if the vehicle has no engine, needs repairs, or has other technical issues – are these considered?

Yes, we take them into account. For repair costs to be considered in calculations, an invoice from a service station must be provided.
